Development Study (2000-2002)


EXECUTIVE SUMMARY

In response to a request from the Government of India, the Government of Japan, through JICA, conducted a Development Study on Reproductive Health in the State of Madhya Pradesh from November 2000 through February 2002. The study team organized by System Science Consultants Inc. collected primary data on health system, RCH services provision and community’s knowledge, attitude and practice, etc. Based on the study results, the Team formulated District Master Plans for Improvement of Reproductive Health for Damoh and Tikamgarh districts of Sagar division.

The overall goal of the Master Plans was “to improve health status of all women and children through a Reproductive and Child Health (RCH) approach contributing to population stabilization in the target districts.” This was further subdivided into the following three objectives: (A) to improve the access to high quality RCH services; (B) to promote effective and efficient RCH service delivery through improved management; and (C) to encourage women’s empowerment and improvement of women’s quality of life.


Based on the Master Plans, the following five Priority Projects were proposed:

  1. Project for Improvement of Access and Quality of RCH Services. The components are: training on management including HMIS, system improvement of referral, supervision and drug supply logistics, skills improvement of health staff, renovation of facilities, and supply of essential equipment.

  2. Project for RCH Improvement through Strengthening Behaviour Change Communication (BCC)/ IEC linked with Gender Awareness Campaign Program. The three major components are: BCC campaign preparation including gender awareness campaign, mass media/ materials’ development, and social mobilization and community-based campaign.

  3. Project for RCH Improvement through Community Based Approach. The components are: establishment or revitalization of Village Health Committee (VHC), establishment of coordination mechanism for health workers, other health related field workers and VHC, and raising awareness of RCH, its services and demand creation.

  4. Project of Social Marketing and Family Life Education for Adolescent. The components are: formative research, family life education and BCC, social marketing, and sensitization and coordination for VHC.

  5. Life Environment Development Project for Rural Women. The components are: bio gas plant, smokeless energy efficient oven, kitchen garden, and other life improvement skills through agricultural extension workers.

The design of the current JICA Reproductive Health Project in Madhya Pradesh has been inspired by this Development Study, although the Priority Projects have been readjusted to the later situation, most notably the rapid development of RCH program.
