Panch Sarpanch Sammelan held in Tikamgarh district (25th March 2010)


The Department of Health & Family Welfare, Madhya Pradesh, organised a gathering of the newly elected Sarpanchs orient them about the health programs and various schemes to ensure better coordination the Health and Panchayat departments.

In Tikamgarh District the two JICA Project Block Coordinators, Mr. Manoj S. Chouhan and Mr. Altaf Ali, were requested by the BMOs to highlight the Project initiatives on Maternal Health and VHND during the Sammelans as per the following table:

Following issues were covered during the Sammelan:

  • Schemes run by the department like Janani Suraksha Yojna, Janani Express, Care of Severe Acute Malnourished children through Nutrition Rehabilitation Centres (NRCs).
  • Village Health & Nutrition Day (VHND) and role of VHSC members
  • Quality ANC checkups


JICA Block Coordinators showed the video film on VHND developed by the Project. Following this, discussions were held, wherein, maternal health services provided by the ANMs at SHCs, as well as, in outreach villages were shared with them. It was then that the Sarpanchs shared their confusion as to why the SHCs did not open everyday and said that they were now clear about the role of ANMs.

Orientation of Data Managers of Panna district (23rd March 2010)


With the introduction of new reporting formats by NRHM, GoI, MoH, in the State since April 2009, the entire system of reporting and maintaining time lines was revisited and shared by the state officials. Due to some gaps in the understanding by the Block level Data Managers, JICA Project decided to orient the Data Managers of Sagar division on the new system and the requirements.

Keeping this in mind, a one day orientation on the new NRHM reporting formats was held on 23rd March 2010 at the District Training Centre in Panna. JICA Consultants,
Ms. Richa Som, Consultant HMIS; Mr. S. Fareed Uddin, Project Operations Manager & Consultant TQM; and Mr. Kamlesh Mishra, Capacity Development Coordinator, facilitated the orientation.

The participants included Block Program Managers (BPM), BEE, DEO and Data Managers from all the 5 blocks of Panna district. Mr. Raghavendra, District Data Assistant, was also present for the orientation.

A discussion was initiated to assess the understanding of the participants about the current reporting system. JICA Consultant then explained the new NRHM reporting formats. Each data element was explained in detail using the Data Dictionary. A copy of the Data Dictionary and Data Validation Tips was shared with the participants.

The timeline of reporting right from the ANM level to the block level was discussed in detail. One person in each block, as well as, the District Hospital, was identified and made responsible for timely submission of report at the district level.

Mr. Ashish Pathak, Deputy Collector and Officer In Charge, Health, came for a short while during the orientation and addressed the participants.

JICA Consultants discussed with the Dr. H.N. Sharma, CMHO, about the block level orientation of the NRHM reporting formats as the next step.

The district has developed a hospital based software. JICA Consultants discussed with the district officials to explore the possibilities of linkage of the software with the NRHM monthly progress report in future.

Orientation of ANMs to organize SHCs identified to provide delivery care in Panna


Dr. Yoichi Yamagata, Project Manager, shared the graph of Damoh district showing a comparison of deliveries conducted in 8 Sub Health Centres (SHCs accredited for delivery services) against the deliveries conducted in the same number of Primary Health Centres, during the meeting of Doctors on 28th February 2010. He explained that if this kind of load of deliveries is shared by the SHCs, it would provide time and space for the quality Maternal Health Services at higher facilities. The Collector showed lot of interest in this analysis and decided to operationalise 4 Sub Health Centres (SHCs) in each block for providing delivery services. He requested JICA team to orient the ANMs on how to organize their SHCs for providing the services.

Action by the District

The district identified 20 SHCs where delivery services are to be provided. A district team comprising of Deputy Collector, CMHO, DPM and IEC Consultant was formed, who visited all the 20 SHCs to assess their status.

Technical Cooperation by JICA Project

An orientation for the ANMs of these 20 SHCs was held on 22nd and 23rd March 2010, wherein, 15 out of 20 ANMs were present for the orientation.

The orientation methodology was very different than that followed in Damoh as most of the ANMs in Panna were not trained on SBA. JICA team (Dr. Aboli Gore, Consultant HRM; Mr. S. Fareed Uddin, Project Operations Manager and Consultant TQM; and
Ms. Richa Som, Consultant HMIS) oriented the ANMs on how to prepare the SHCs for providing the delivery services. Mr. Kamlesh Mishra, Capacity Development Coordinator; and Mr. Maroti Lohat, Block Coordinator, Amanganj, were also present during the orientation.

JICA team shared the SHC Package with the ANMs to equip them and motivate them to take up this new challenge. JICA team also shared the prototype of labour room register for the SHCs.

JICA team shared the Government guidelines for SHCs to provide delivery services with the District Collector and suggested to get the ANMs of these SHCs trained on SBA, on priority basis.

Orientation of ANMs to organize SHCs identified to provide delivery care in Damoh


In Damoh, 18 SHCs have been identified across the district for conducting normal deliveries. The ANMs of these SHCs have been trained on Skilled Birth Attendance (SBA) at the district level. Pre-accreditation of these SHCs was done using the format developed by the Government of Madhya Pradesh with Technical Cooperation from the Project. It was observed that there was a need to bring all the SHCs on the same platform to practice standard norms. Hence, a one day orientation of these ANMs was held on 11th February 2010 at the District Training Centre in Damoh.

The objectives of the orientation were to:
  • arrange their facility and make it ready for undertaking deliveries
  • identify/ assess the skill gaps and practices as per protocol and
  • prepare action plan for continued skill enhancement

JICA team comprising of Dr. Aboli Gore, Consultant HRM; Mr. S. Fareed Uddin, Project Operations Manager and Consultant TQM; and Ms. Richa Som, Consultant HMIS, facilitated the orientation. Ms. Kana Shimoda, JOCV (Japanese Volunteer) based in Damoh and the Block Coordinators (Mr. Imteyaz Ahmed and Mr. Shahwar Khan) were also present for the orientation.

A participatory approach was used to conduct the orientation. Group discussions were held to assess the gaps and to identify the requirements. Teaching aids and posters developed by the Project were displayed during the technical session.

Mr. Jaimon Thomas, District Program Manager, and Ms. Neha Gupta, IEC Consultant, who were also present, discussed the status of each SHC in detail. They asked the ANMs to fill the Accreditation format. It has been decided that now onwards, these formats would be filled up on regular basis (monthly) for better follow up. Based on this, action plan for each SHC was prepared.

The DPM has committed to procure trays and Kelly’s Pads for all the facilities at the district level. The Partographs printed by the district were distributed to the ANMs.

Orientation on BMW management at CHC Tendukheda, Damoh


Block level orientation on Bio Medical Waste management was held on 10th February 2010 at CHC Tendukheda in Damoh. Mr. S. Fareed Uddin. Project Operations Manager and Consultant TQM, facilitated the orientation. The block coordinator, Mr. Imteyaz Ahmed, was also present during the orientation.

The participants (30) included Block Medical Officer, Block Program Manager, Block Accounts Manager, Medical Officer, Staff Nurses, LHVs, ANMs, Ward boys, Ayah, Store keeper, Pharmacist, Dresser and Sweepers. Mr. Jaimon Thomas, District Program Manager, was present throughout the orientation.

The orientation was done using the methodology paper developed by the Project. The list of required materials like pits for disposal, color coded bins, bags, aprons, gloves, masks etc. was finalized and the BMO committed to provide them by 19th February 2010. The job responsibility was taken up by the different staff voluntarily.

Immediate Compliance
The JICA Block Coordinator informed in his report that as agreed, the BMO had provided all the materials required for BMW implementation at the facility. The materials have been arranged in the facility and implementation has been initiated.

Meeting of Doctors by Panna District Collector


The District Collector of Panna, Mr. Ajeet Kumar, IAS, had specially invited Dr. Yoichi Yamagata, Project Manager; and Mr. S. Fareed Uddin, Project Operations Manager and Consultant TQM, for the review meeting of all Doctors of the district held on
28th February 2010.

Dr. Yamagata shared the graph of Damoh district where the total number of deliveries in 8 Sub Health Centres (SHCs accreditated for delivery services) was close to the number of deliveries in the same number of Primary Health Centres. When Dr. Yamagata explained that if this kind of load of deliveries is shared by the SHCs, it would provide time and space for the quality Maternal Health Services at higher facilities, the Collector got more interested and discussed in detail. The Illustrated Guidelines for SHC and DH/CHC/PHC, developed by the Project, was handed over to the District Collector.

The Collector insisted that the Project gives better focus on Panna district during his tenure and assured to provide all the support required for achieving better results.
Mr. Fareed Uddin informed the Collector that the CMHO and the DPM were very cooperative and gave the update of the interventions/activities held in the district in the recent past.

The Collector shared that he is preparing the database and has installed a computer at the Registration Counter of the DH and from 1st April 2010 the same shall be done at all the CHCs also. The software is developed and the computer operation at the counter has been outsourced which is giving good results. There is scope of improvement to make the software compatible with the present reporting system.

Video films developed by JICA Project appreciated


Centre for Public Health and Equity (CPHE), Society for Community Health, Awareness, Research and Action (SOCHARA) of Bangalore has started a Fellowship Program on Public Health in Madhya Pradesh. They have placed 2 of their Fellows, one each in Damoh and Tikamgarh districts. They are being mentored by the Project staff and being helped by the Block Coordinators in the field in both the districts.

Dr. Thelma Narayan, Public Health Consultant and Coordinator, CPHE and SOCHARA, has appreciated the video films developed by the Project.


Comments by Dr. Thelma Narayan:

“Many thanks for the five sets of three VCDs on Village Health and Nutrition Days, and on services at Health Sub-Centres and PHC/CHCs for quality care of mothers and children. I have shown them to our team and to participants of a Community Health Internship program run by CHC-SOCHARA in Bangalore. The videos have brought out the message of how to organize VHNDs and maternity and newborn care services in a clear, practical manner. The brief ten minute duration and the visual and audio appeal of each video captured the attention of the viewers. The need for planning, organizing and reviewing each activity/service locally with a focus on quality of service was projected well. The bit on disposal of bio-medical waste was good. Some of participants wanted copies with Kannada sub-titles! It was felt that they could be used when training ASHAs and others as well. We will be using the VCDs for our community health fellows in MP as well. So, congratulations to you and your team for producing the VCDs!”.

Meeting with Commissioner, Sagar Division


Dr. Yoichi Yamagata, Project Manager; and Mr. S. Fareed Uddin, Project Operations Manager and Consultant TQM, were invited by the Commissioner, Sagar division,
Dr. M.K.Vaid, IAS, to make a presentation about the Project in front of the Collectors of all the 5 districts of Sagar division.

Dr. Yamagata discussed about the positioning of the Project in Sagar division within the framework of NRHM and district level interventions by the Project.

The Commissioner emphasized that JICA team should interact with the District Collectors on regular basis and share the progress of the Project interventions.
Dr. Yamagata said that JICA office should be informed in advance about the date and time of the District Health Society meetings, as that would provide a good platform for JICA team to disseminate the experiences to the Collector of every district on monthly basis.

After the meeting, Mr. Ajit Kumar, IAS, District Collector, Panna, invited JICA team on 28th February 2010 at Panna, where he had called a meeting of all the Doctors including the CMHO, DPM and BPMs.

ORIENTATION ON BIO MEDICAL WASTE MANAGEMENT HELD IN BADA MALHERA BLOCK OF CHHATARPUR DISTRICT


Block level orientation on Bio Medical Waste (BMW) management was held in Bada Malhera block on 25th February 2010. The orientation was facilitated by Mr. Kamlesh Mishra, Capacity Development Coordinator, JICA/MP-RHP.

The orientation was held at the CHC and the participants included BMO, BPM, Staff Nurses, LHVs, ANMs, Ward boy, Radiographer, lab technicians, store-keeper, dresser, DEO, ayahs and sweepers. The total number of participants was 24.

The orientation was done using the methodology paper developed by the Project. The list of required materials like pits for disposal, color coded bins, bags, aprons, gloves, masks etc. was finalized by the participants and the concerned Medical Officers agreed to provide them at the earliest. The specification for deep burial pit was also shared with them.

The orientation for Nowgaon and Rajnagar blocks was held in November 2009.

Block level orientation on Bio Medical Waste (BMW) management was held in 4 blocks of Tikamgarh district on 23rd and 26th February 2010. The orientation was facilitated by Capacity Development Coordinators, JICA Project. The block coordinators, Mr. Manoj Chouhan and Mr. Altaf Ali were present during the orientation.

The orientation was held at the CHC and the participants included BMO, BPM, Staff Nurses, LHVs, ANMs, Ward boy, Radiographer, lab technicians, store-keeper, dresser, DEO, ayahs and sweepers.
