The Terminal Evaluation Mission led by Mr. Shohei Hara, Director of South
Asia Department, JICA HQ Tokyo, visited Madhya Pradesh from 23rd August â
9th September 2010, for reviewing the achievements and impacts of the
Project before the closure of Phase II in January 2011. Dr. Akiko Hagiwara,
Senior Advisor for RH, JICA HQ Tokyo; Ms. Junko Sato, Consultant, Tac
International Tokyo; and Ms. Makiko Konohara, Project Formulation Advisor,
JICA India Office, New Delhi, were the members of the Mission.
The Evaulation Mission had individual meetings with the State Officials as
well as the Development Partners in the State.
The Joint Review Meeting was held on 8th September 2010, at the NRHM
building, Bhopal.
Dr. Yoichi Yamagata, Project Manager, made a presentation on the Projectâs
positioning within the NRHM framework
Mr. Hara commented, âJICAâs role would be to make the policy makers aware
about the field reality. We are here to make the NRHM vision into a reality
in the field by creating models and making suggestions to the policy makers.
The methodology established by the Project could be absorbed by the
Department and spread to other districts. The uniqueness of the Project has
been to focus on the frontline workers (with special focus on ANMs). The
achievements of the Project could be scaled up in the entire State by the
Departmentâ. In order to stress JICAâs policy of Technical Cooperation
(working with) rather than Technical Assistance (working for), Mr. Hara
added, âWe are here, not for you, but to be with youâ.
Dr. Archana Mishra thanked the Project for being associated with NRHM since
its beginning. She appreciated the Projectâs support for improving Maternal
Health services at facility as well as community level. She also appreciated
the support provided by the Project in improving the quality of SBA training
and on the job coaching in Sagar division through the use of toolkit,
evidence based protocols and Illustrated Guidelines for maternity wing
organisation. She made a special mention of support through the use of GIS
for FRU and MCH centre tracking.
The Secretary added that the comments by Dr. Archana Mishra actually
reflected the feeling of the Department for JICA Project. He accepted that
Sagar division is one of the most difficult areas in the State with the
health indicators even worse than some of the tribal districts in the State.
He appreciated JICA for choosing Sagar division as their intervention area
and stated that they would definitely take the precious learnings of the
Project and apply them in other parts of the State.
Towards the end of the meeting, Mr. Mahendra Hardia, State Minister for
Health & Family Welfare, came to the venue of the JRM, where he was apprised
of the review meeting by the Secretary Health.
Following the review, the Minutes of the Meeting was signed between the
